oa has over 20 years of extensive experience in legal counsel, specializing in technology and regulation, with unique expertise in privacy law, cybersecurity, internet and artificial intelligence law, media and communications law, copyright, and defamation.

Noa is a member of the Public Council for Privacy Protection, a team of experts from academia and the private sector appointed by the Minister of Justice that advises government bodies, the Privacy Protection Authority, and Knesset committees on privacy matters. In her capacity as a Council member, Noa has been involved in recent years with the most significant privacy protection reforms, as well as public hearing processes conducted before authorities, government ministries, and the Knesset.

Additionally, Noa holds a Certified Information Privacy Professional/Europe (CIPP/Europe) certification from the International Association of Privacy Professionals (IAPP).

Noa assists companies and organizations in developing and managing appropriate organizational privacy policies, providing regulatory guidance on database management (including European GDPR and CCPA regulations), risk assessment processes, compliance procedures, and crisis management.

Noa regularly advises leading clients in technology, retail, pharma and medical, broadcasting, and communications sectors. She represents clients before the Privacy Protection Authority and provides legal guidance to clients in Israel and abroad on complex issues, such as: privacy-sensitive service design from initial stages, managing international data transfers, cloud service implementation, commercial use of data, Data Processing Agreements (DPA) with vendors, and more.
